The mange, the grunge, the itch, the twitch, the thrush, the scroff, the rot

The column "What's going on with the drastic U.S. decline in rape?" by Steve Chapman asks why the incidence of rape has fallen 85% since the 1970's in the United States. You'd think that this statistic would have made big headlines. I have to wonder if other Western nations have experienced a similar drop, especially if we ignore the gang rapes perpetrated by certain groups.

At the end of his column, Chapman offers porn as the cause for this decline, always a surefire technique to get links. As Naomi Wolf famously lamented, porn doesn't turn men into sex-crazed maniacs, but instead makes them less interested in real women who don't usually live up to the porn ideal. However, the article offers another cause that I consider even more likely, since it makes such perfect sense:

High-frequency offenders are more likely to get incarcerated, so potentially small increases in incarceration of high-volume offenders can have large effects on the overall offense rate.

So true. Contrary to the politically correct dogma, the underclass typically commits almost all violent crimes without discrimination, so putting away underclass criminals also prevents rapes far more efficiently than even the Freakonomics-style aborting children of poor people and minorities. Put that in your pipe and smoke it, all you hippies who call for abolition of prisons and prison sentences for the criminals that you identify with and secretly root for (that is, the ones who attack mostly middle class white people).

This is also, by the way, exactly why the zero tolerance policing and the three strikes laws work so enormously well. The sociopathic and out-of-control high-volume offenders just can't help it but routinely engage in minor crimes and offenses, so getting a scumbag off the streets because he snatched a piece of pizza from somebody is far better than having to actually wait for him to rape or murder somebody.

One of my favourite observations of Jussi Halla-Aho is that unlike the leftists claim, "zero tolerance" doesn't mean that police arbitrarily makes up new laws to oppress the people whose looks they don't like. Zero tolerance simply means that even petty offenses are not allowed to slide. Hence, opposition to zero tolerance is logically equivalent to demanding that you should be allowed to commit crimes without having to fear that police could stop you. Put this way, of course these demands sound stupid. So leftists don't put it this way, but they would rather try to rhetorically paint emotionally charged vague appeals about jackbooted thugs who oppress minorities.

Or, we could quote Andrew Vachss, who noted in his speech "Serious, Violent, and Habitual Juvenile Offenders" that

The cost-benefit analysis you do is a lie. Just a plain lie. You don't know how, or don't care, to put a value on a human life. One kid stalking the city streets, a dangerous, sociopathic human being reeking with the potential to take human life may not be worth the price of a .38 Special bullet to blow him away. But the life he can take, the destruction he can cause, is worth an enormous amount of money, especially if we perceive it as an investment. And it's like any other long-term investment: the earlier you invest, the greater the return at the end.
